WARRANTY DISCLAIMER

The rules promulgated in this rule book are intended as guidelines for the sport of stock car, auto racing or such racing competition, and the rules relating to the safety of equipment are the responsibility of each car owner, driver and crew member who participates in the sport of auto racing under these rules. No expressed or implied warranty of safety is intended nor may be inferred from the publication of these rules, nor the compliance therewith. Nothing herein should be construed as a guarantee against injury or death to participants, by-standers or spectators.

Specifications and rules set forth in this rule book are based upon the recommendations of competing members of other organizations and other participants in the sport of auto racing.

Mountain View Speedway specifically states that it has not tested any equipment or use of equipment that it refers to in this rule book and makes no warranties either specific or implied with regard thereto and any use thereof must look to the manufacturer thereof with regard to said warranties.

To aid in the safety of participants in automobile stock car racing, as well as that of the spectators, and to provide for the orderly conduct of stock car racing events, requires close adherence to the rules and regulations set forth. It is the responsibility of each participant, car owner, driver and crew to make every possible effort to obey the safety rules both written and unwritten to assure the safety of all involved. Upon submitting your application for membership and your entering on to the grounds of Mountain View Speedway, and/or grounds you assume this responsibility personally. All car owners, drivers, sponsors, crew members, and any and all persons involved in any way in a Mountain View Speedway racing event shall by deemed to have read, understood, and agreed to comply with these rules, and any and all amendments, supplements, and /or revisions that may be implemented. The rules and any amendments can have an effect on your safely or in what you receive at the payoff window. It is, therefore, recommended that all above listed entities read this book carefully to assure familiarity with the rules and regulations contained herein.RULES SET FORTH ARE PROPERTY OF MOUNTAIN VIEW SPEEDWAY AND COPYING OR USE OF THEM ELSEWHERE IS PROHIBITED AND WILL RESULT IN LEGAL ACTION!! 

 

PIT ADMITTANCE

1. No one under age 10 shall be allowed in pit area or granted a membership unless accompanied by an adult and proper release forms are on file w/Speedway office.

2. All persons under 18 years of age MUST have a signed minor’s release from a legal guardian and provide a copy of their birth certificate.Minimum age to race will be 12 and MUST have a waiver on file signed by BOTH parents.Kids who race @ MVS will ONLY be allowed to race in the Young Guns or Jr. Sprint Divisions until they are 15 unless otherwise stated by management.

3. All persons going into pit area must sign the release statement.

4. Mountain View Speedway reserves the right to decline any admittance to the pits at any time for any reason .

5.No business or company shall be allowed to sell or solicit products or services without permission from speedway management in writing.

6. No car will be allowed to compete without a proper number cleared by the office.Duplicate car numbers will need to be changed per scoring requirements .You will be advised upon sign in. No more than three digits.

7.All persons going into pit area may be subjected to random alcohol and/or drug testing.Refusal to test shall mean immediate suspension.

8. All applications/driver info,W-9’s,ect. must be filled out in full.

9. All members shall properly sign into pit area in accordance with track policy, and no one shall be allowed in without proper registration and pit pass.

10. Each car must be checked in with the official at the designated area immediately upon arrival at the track. Either the owner or driver will be responsible for checking the car in. If a car arrives late or officials have not been properly notified of its presence, the car will not be handicapped. Any new car MUST be checked in and a number assigned before entering the pits.

11. All excess oil shall be deposited into the waste oil drum provided by the speedway. THERE WILL BE NO DUMPING OF OIL ON THE GROUND! This oil dump station will be located at a pre-announced spot. If the day after the race a race team’s pit is found to be in violation of the above, the speedway shall charge the car owner a reasonable fee to correct the violations. This money shall be deducted from any prize money the car has won. **Continual violation may mean suspension.**

12.The pit steward shall have the option of determining when or if a pit meeting will be held.Pit meeting will be held 1/2 hour before the posted start time and before hot laps.

13.NO ALCOHOL ALLOWED ANYWHERE ANYTIME ANYPLACE ON SPEEDWAY PROPERTY!!IF YOU ARE CAUGHT YOU WILL BE EJECTED FROM THE PREMISES AND FINED $250 THAT MUST BE PAID BEFORE YOU WILL BE ALLOWED TO RACE AGAIN!!

 

FEES

1.Pit spots will be available to re-rent for the 2021 season and will be $100 due the date advertised.NO EXCEPTIONS!!.Any available pit spots will be first come first serve AFTER that time and will be $100.Pit SPOTS will NOT be allowed to be re-rented to someone else if you are not racing that event.If your not there by sign in time pit spots will be re-rented for the event at $10 per spot per event.NO EXCEPTIONS!!

2.It will be the responsibility of the DRIVER of rented pit spot to keep it in a clean and orderly manner.

3.Mountain View Speedway reserves the right to charge a cleaning fee of $25 if pit spot is not left in a clean manner.Fee MUST be paid before driver competes again.

4.Nightly Pit & Entry Fees may vary depending on the event.

5.Drivers will be fined  for the following infractions:(1)Fighting (2)Arguing/Fighting w/track officials (3)Rules Infraction(s) (4)Social Media Bashing.1st offense $100 2nd offense $250 3rd offense $500 and possible suspension for remainder of the season.All fines MUST be paid in full before being allowed to compete in any events after infraction.DRIVERS are responsible for their crews/family members, ect. at the track as well as away from it on social media, ect.

6.A member who is suspended from any racing activities FOR ANY REASON shall not receive a refund of pit and entry fees.Once a person enters Speedway grounds,he or she agrees to abide by all rules set forth by management.

7.All prize money should be claimed at the payout window as soon as possible when announced after the 4th Feature event is concluded.If a driver is unable to pick up his/her earnings,it will be held for a maximum of ONE WEEK ONLY.If money is not collected within one week,then it will be forfeited.NO EXCEPTIONS!

8.ANYONE ASSOCIATED WITH A CAR GOING INTO THE STARTER'S  STAND OR SCORING BOOTH UNINVITED,WILL BE AUTOMATICALLY SUSPENDED FOR (2) RACES AND FINED UP TO $500.

9.All car numbers will be assigned by the track management.Numbers must be three-inch block,eighteen inches in height.Numbers must be painted in a contrasting color to that of the car and on both sides of the car and on top in order to read from the scoring stand which is outside the racing surface.The final decision on the adequacy of the number will only be allowed at the discretion of track management.All cars must be properly numbered prior to their first appearance in order to compete.Numbers must be painted on or of good graphic materials.Tape and other substitutes will be allowed for one event only.Numbers on both sides and on the top of the car must remain legible at the discretion of the officials as long as the car continues to compete at Mountain View Speedway.

 

*** IF ANY DRIVER AND OR CREW MEMBER ENTERS ANOTHER DRIVER'S PIT, THE DRIVER WHO ENTERED THE OTHER DRIVER'S PIT IS AT FAULT AND WILL BE FINED,NO EXCEPTIONS!!

 

GENERAL RULES

1.Any or all illegal parts will be confiscated without claims from owner.Any illegal device is subject to confiscation.All points and purse money will be forfeited and driver AND car owner may be suspended indefinitely at the track's discretion.THE TECH MAN'S DECISION IS FINAL!!Drivers of cars that are declared ILLEGAL are automatically disqualified.

2.The track official in charge has the right to reject the entry of any car or driver at at any time.

3.The decision of the race officials on interpretation of rules pertaining to racing procedure shall be final.

4.The scorer's decision on position is final.

5. Anyone involved in an accident while on the racing premises and who does not report to the official in charge before leaving the premises (provided they are able to make such a report) will not be eligible for benefits prescribed under the Benefit plan.

6. The race director is empowered to permit deviation from any of the rules or specifications herein set forth if, in their opinion, the safety factor is not lowered.

7.The owner and driver only may represent their team in any and all matters pertaining to the race.

8. It shall also be the responsibility of the owner and driver to have under control at all times members of his or her pit crew. This shall include persons who enter the pit area and/or grandstands and cause a problem.

9. No one shall subject any track official/staff member to abuse or use improper language at any time. No person(s) shall not participate in fights on race premises at any time. Violators of these rules may be fined $100-$250 or suspended or both. YOU ARE BEING PAID,THAT MAKES YOU A PROFESSIONAL..PLEASE CONDUCT YOURSELVES ACCORDINGLY.

10. Mountain View Speedway reserves the right to subject any car to mechanical inspection at any time.

11. At the Track Officials request, ONLY sheet metal or “minor repairs” can be serviced by the track official when driver is ASKED (on RACECEIVERS) to stop on the front straightaway of the track. ANY and ALL other repairs must result in taking the car to the pit area and track position will be forfeited. Any car may be sent to the pit area for repairs at the discretion of the track officials.THIS INCLUDES FOR A FLAT TIRE!! NO TOOLS WILL BE ALLOWED ON RACING SURFACE DURING COMPETITION.

12. FLAT TIRE LAPS: Flat tire laps will be given to any competitor ONE TIME during a main event. The car must be scored on the lead lap. IT IS THE RESPONSIBILITY of the driver for signaling the track official at the moment he/she enters the pit road area.IF YOU GET A FLAT TIRE YOU WILL BE SENT TO THE PIT AREA TO GET IT CHANGED!!NO EXCEPTIONS!!

13. In the event that two or more cars cross the start/finish line at the same time at the checkered-flag, the scorer will award the win to the car on the inside (nearest the infield). This will apply in all events.

14.If any driver wins ANY  feature/main events , then they are required to start at the rear of the main event at the next regular event entered. This will apply to all classes. 

15. ALL CARS will be expected to run their respective heat races or risk being docked money/points or BOTH at the end of the event.

16. INITIAL START OF RACE: Races will begin double-file  BY THE FLAGMAN . The inside car on the front row will set the pace of the initial start. It is the responsibility of the drivers in the remainder of the field to keep pace with the inside car. Once the pace is set for the start of the race, if the inside driver should suddenly increase the speed of the pace (jump out from the row)or suddenly decrease the speed of the pace("brake check")prior to the commitment cone,then that driver will be signaled for jumping the start and will be dealt with by the race director.The race will start double-file on the front straightaway by the FLAGMAN (flagman starts the race) at a smooth speed of 25-30 mph. Bringing out the caution to stop from going 1 lap down will be scored (1) lap down.Any car charged with three (3) unassisted cautions will be black flagged.Track officials decision is final!After the initial start of the race you will line up for restarts by using  DOUBLE FILE RESTARTS,leader chooses high or low.#rd on back falls into regular starting positions..The leader will choose high or low and second place will get either of the two spots.The remainder of the field will line up two by two behind the leader and second place.There will be (1) attempt at an original restart.2nd time cars will line up for original restart as scorer sees fit.IF YOU JUMP a start,you will be given ONE chance at a restart.2nd time and driver who jumped the start will be sent to the rear.

17.All drivers must wear a Mountain View Speedway approved fire resistant uniform,fire resistant gloves and neck brace at all times when driving a race car at Mountain View Speedway.All uniforms are subject to inspection and approval by Mountain View Speedway officials at any time. It is recommended that all drivers wear a minimum two (2) layer (Snell or SFI) approved fire suit or if you wear a one-layer suit, fire-protective underwear, protective mask, protective gloves, protective socks, and protective shoes. Head and Neck restraint systems are highly recommended for all competitors.A 25 lb. weight break will be given to any driver who uses a Hans-type device.

18. Only the driver is allowed to be in the car when it is on the racing surface for any purpose. No one other than driver is allowed to ride in or on the car when it is on the racing surface or pit area for any purpose at any time.Violations will result in a $100 fine to be paid before driver will be allowed to race again,be DQ'ed from the event and a 25 point deduction in drivers points.The ONLY time drivers will be allowed to have someone riding in their cars is during KIDDIE RIDES.

19. All cars must contain a track approved fully charged fire extinguisher in proper working condition with a current inspection tag. The extinguisher must have a functioning and readable gauge. The extinguisher must be secured in the driver compartment within convenient reach of the driver (no duct tape). The installation of this unit is subject to the inspection and approval of Mountain View Speedway officials. Any car that does not meet the specifications of this rule is not eligible to compete at Mountain View Speedway.Drivers are required to have at least a 10lb. fire extinguisher on hand in their pit areas at all times as well.

20. Under a red flag condition a driver may NOT work on his car. No tools, parts or supplies of any kind will be allowed on the racing surface during the red flag period. All repairs requiring tools, parts or supplies of any kind must be made in the pit area. When the yellow is displayed and ONLY upon returning to the event, the car must go to the rear of the field. Tire changing, refueling, the addition of oil and/or water and any and all other servicing of the cars must be done in the pit area.

21.In the event of a wreck and the caution is brought out,ALL cars involved in the incident will go to the REAR of the field.Cars on the lead lap will go ahead of any lapped cars involved in the incident or not.Lead lap cars will re-line up in the order they leave the wreck.Lapped cars will fall in behind them.In the event of an incident on the final lap of the race,cars will be scored as they cross the start finish line.In the event a car does NOT finish the race,The SCORER,RACE DIRECTOR,COMPETITION DIRECTOR,and FLAGGER will determine the order of finish and weather a car will be DQ'ed depending on the severity of the incident.Their decision is FINAL!! 

22. Absolutely no one but the drivers currently competing in the race, Mountain View Speedway management and officials and the designated track crews and emergency personnel will be allowed on the racing surface or within 25 feet of the racing surface at any time. Any violator is subject to immediate ejection from the premises and a $100 fine per violator. If any member of a drivers crew goes onto the track, that driver will be disqualified and a $100.00 fine will be imposed. If anyone other than a driver is within 15 foot of the track, their pit pass will be pulled and a $100.00 fine will be imposed on them.   
If a driver gets out of their car before officials let drivers know it is safe to get out, there will be a $100.00 fine imposed.  If it can further be determined that the violator or violators are associated with any other car or cars, the driver or drivers of these cars are also subject to immediate disqualification, it, therefore, benefits all drivers to inform their owners, crews, sponsors, and anyone else associated with their cars, which entering the racing surface may result in severe penalties. Track official decisions are final.

23. SCALE AREA: During post-race weigh-in, the scale area is off limits.ONLY ONE CREW MEMBER PER CAR is allowed entrance to the scale area AFTER the car & driver has cleared the scale. More than (1) crew member will be allowed in the tech area during a protest/tear-down only.

24. All participants that take the original green flag in the feature will receive prize money, if they successfully pass tech inspection. (A driver must take the original green flag or will not be scored and receive pay).

25.A driver may run more than (1) class per night but must pay an additional $30 per class.

26. All cars must have chains for wrecker hook-ups on front and rear – NO EXCEPTIONS!!

27.ONE feature win in any division and the driver or car must start his next race from the rear.DEAD LAST!!There will be no exceptions to this rule for Special Events.

28. The rules are configured to support different racetracks and what may be good at one track may not be good at another. As deemed necessary, the rules may be altered and/or changed to suit the track and/or the officials. Rules are based off of US production models and availability.

29.The track reserves the right to promote any driver up at any time without prior notice.

30. Two-way communication devices may be allowed in races of 50 laps or more. Two-way communication devices are not allowed in any regular season show.

31.TRACK MANAGEMENT RESERVES THE RIGHT TO MAKE A DRIVER ADD WEIGHT AT ANYTIME ANY PLACE ON THE CAR IN FAIRNESS TO COMPETITION!!

32.A 2-3" oval style mirror will be allowed on drivers door.A mirror inside drivers compartment are allowed by class (see divisional rules section)

33. Raceceivers are MANDATORY in all classes.No 2 way radios or scanners allowed!!If your caught using one YOUR OUT!!

34.The driver only may represent their team in any and all matters pertaining to the race.

35. It shall also be the responsibility of the driver to have under control at all times members of his or her pit crew. This shall include persons who enter the pit area and/or grandstands and cause a problem.

36. The use of any traction control devices, electronic or mechanical, is not permitted at Mountain View Speedway. Ignition boxes or other associated parts may be confiscated from any race car at any time by race officials and may be impounded for inspection. These parts will be seized if found to be in violation. Violators will lose all accumulated points, any money from that event, and will be subject to a fine of no less than $500 along with a suspension of not less than four weeks. This rule will also apply to any production systems, which may exist in stock form in the FWD,Road Warrior or Enduro divisions. These systems must be completely removed from all such cars.

 

The race director is empowered to permit deviation from any of the rules or specifications herein set forth if, in their opinion, the safety factor is not lowered.A person who is suspended from any racing activities FOR ANY REASON shall not receive a refund. Once a person(s) enters speedway property, he or she agrees to abide by all rules set forth by the management.Any fines/fees MUST be paid in FULL before a driver/car may compete again.No refunds of pit and entry fees once paid will be made.

 

WARM-UP PROCEDURE

1. The speedway will open its track for warm-ups a half hour prior to the announced race time. At this time all cars shall be allowed 15 minutes to make their way onto the speedway. Fifteen minutes following the track opening time, pit gate shall be closed.

2. Following the slow warm-up period all cars on the track will go into the infield. Each division shall then be given a fast warm-up period.

3. Cars that are not on the track for slow warm-ups will not be allowed fast warm-ups.

 

TRACK PROCEDURE

Race Director reserves the right to invert the field for the Feature event at any time in fairness to competition!!

1. No car or cars shall be allowed on the track unless the official starter is on duty and he has given permission.

2. At no time will a pit crew or car owner be allowed on the track. Violators may be subject to fines, suspensions, and/or barring from the track.

3. NO repairs will be made on the track, at the track gate, or the infield at any time.

4. If a member of the pit crew touches the car for any reason the car must start in scratch position, and any time a car must go to the pit area for repairs, the car must go to the rear of the field. Any car asked to report to the front-stretch by a race official for safety inspection during a race will be allowed to get their position back.

5. Any driver who – in the judgment of the officials in charge – causes the race to be halted,shall be penalized a minimum of one lap..

6. No driver, owner or mechanic shall have any claim for damages, expenses or otherwise against the track owners or promoters or track operators, by reason of disqualifications or damage to car or driver or both.They agree that the track is in a safe and usable condition when they take part in the racing activities, and that they enter the course on their own free will. The race course is open for inspection at any time prior to practice time.

7. All participants are subject to Mountain View Speedway rules and regulations when on the racing premises, and when the cars get away on the first warm-up lap it shall be considered the start of an event.

8. A race may be stopped at any time at the discretion of the starter or officials if they consider it dangerous or unsafe

to continue. If race is stopped under these conditions, and is past the halfway point, the race will be considered officially finished.

9. In case of an accident in the first lap we will go back to original restart minus the cars involved who will fall to the rear as they emerge from the accident.There will be (1) attempt of an original start.After 1st attempt of original restart,cars will start where they were when caution came out.All accidents shall be cleared under the yellow flag (if possible). If the red flag is displayed after a caution flag it means a caution stop, and all cars will keep in line in the position that they are running. If caution laps are being counted and a red flag condition occurs, the race may resume under yellow and laps will continue to be counted.If a driver jumps the start they will be placed (1) row back from their starting position on the next caution lap/or when the race is completed.Each driver MUST complete (1) Lap in Feature event in order to receive payout.

10. In the event of a serious accident where the red flag stops the race, cars will line up in the order that they were running at the completion of the last lap.

11. Restart order after a caution will be the last fully completed lap. In the event that enough laps have been completed to call the event official, the drivers shall be scored and paid on the position they would have had on the restart.

12. When the checkered flag has been given the leader or winner, the balance of the field receives the checkered flag in the same lap and the race is finished.

13. Finishing positions shall be paid off according to the distance traveled regardless of whether the car is running or not.

14. It shall be the responsibility of the safety crews to clear the speedway as quickly as possible so the race can restart.Any driver or crew member who shall interfere with this shall automatically be suspended for one week and fined $100.

15. No race shall be considered official until the official declaration of the winning position is made and posted by the track officials in charge.

16. Any driver who drives through the infield in a reckless manner may be placed one lap down or black flagged from that event at the Race Director’s discretion, and may be suspended, fined or both.

17. Any driver who drives into or through the pit area while at a high rate of speed or in a reckless manner while making a pit stop shall be held at the pit gate for one lap when he returns to the speedway, or may be disqualified, and/or may be fined a monetary amount at the discretion of officials.

18. DRIVERS WHO DO NOT FALL IN LINE ON RESTARTS MAY BE PUT BACK TO REAR OF FIELD, OR MAY BE BLACK FLAGGED.

19. A car that loses its position during an accident may not return to its original position if a car or cars have passed him, but may pick up the position behind the last car to pass him. Race Director has the ability to waive this rule.

20. After all the cars in the pack have passed the scene of the accident, the remaining cars that have not assumed a position will go to the rear of the pack in the order they leave the accident.

21.Any member who attempts to bring any grievance to the main control tower and or the flag-stand may be fined up to $500, the member’s race team may lose all accumulated points for the year, and the member may be suspended.

The race team involved will also lose any points for that event.

22. If any race team refuses technical inspections on its car, the car itself, the car owner, and the driver shall be suspended for a minimum of eight (8) race meets and may be suspended for the remainder of the season. Crew members of said car may also be subject to suspension. Race team will forfeit all accumulated points to date.

23.If you are involved in an incident and come to a stop on the race track: LOWER YOUR WINDOW NET AND WAIVE TO LET TRACK PERSONNEL/SAFETY CREW YOU ARE OK.

24.Any driver who exits their car after an incident on the track to go after another driver will be disqualified, lose all points and money earned for that event. Driver will also be escorted off property, fined $250 and not allowed to compete in the next (2) racing events.Fine MUST be paid before driver may compete again.(Fine goes into drivers point fund). NOTE:The ONLY time a driver will be allowed out of their car on the track is if it’s on fire or poses a safety issue to them.

25. Any car requiring assistance to start for any reason must go to the rear of the field. Exception – if stopped by flagger.

26. Any car requiring assistance to start after being stopped by the flagger can assume its position held before being stopped unless instructed otherwise by the flagger.

27. Once a race has started driver switches are not allowed.

28. Any driver refusing to go to the rear shall be penalized a minimum of one lap, and possible disqualification from event with no money paid or points earned and fined $100.

29. Any driver refusing to take the black flag may be suspended at least one week and fined $100.

30. Once the car qualifies for the event any driver changes shall result in the car starting in the rear!

31. Cars who drop out of the race for any reason during a qualifying event must go to the infield, unless announced otherwise.

32.If a driver is involved in an incident w/another driver during the race BOTH drivers will go to the rear of the field.Depending on the severity of the altercation,the driver who caused the incident MAY be DQ'ed for the event.The other driver involved in the incident will be scored accordingly.

33. The top three at the end of the feature must report directly to the scales/tech area before going to his or her pit area. There will be no exceptions.

 

Opening Night Race #1 – All drivers in all divisions will draw for starting positions regardless of their previous attendance at the speedway. Prior to drawing any driver who has not previously competed in the division they are drawing for will be given the opportunity to not draw and start in the rear. This will help eliminate the possibly of a less experienced driver starting in the front of a heat race or feature, and allow the driver the opportunity to start in the rear if they feel they need more experience.

 

3. The number of cars to be qualified in each heat will be posted before each race meet.

4. The number of cars to start the main event may vary, depending on the total number of cars entered in that division on that particular night.

5. It is the driver’s responsibility to notify the track handicapper one half hour before the heat races if he is driving a different car than he last drove at that track. If he does not notify the handicapper any points and money won will be forfeited.

6. It is the driver’s responsibility to notify the track handicapper if he is driving a car in the consolation race he did not drive in a heat. Failure to do so will disqualify him from the feature. He will start last in the consolation race. Driver will receive last place points if he/she cannot find an approved car to compete in. When substituting cars in an attempt to qualify, both car and driver must be in pit area.

7. It is the driver’s responsibility to notify the track handicapper if he is driving a car in the feature that he did not qualify. Failure to do so will disqualify him from any points or money. He will start last in the feature..

8. If a driver drives a car in the feature that he did not qualify, both he and the driver who qualified the car will be assigned the points earned for handicapping purposes.

9.Only cars that are in pits during heat races will be allowed to race in the feature, unless handicapper has been notified that the car will be late..

10. If a DRIVER misses his posted heat or goes in the wrong heat the car may be placed last in the consolation or start in the rear of his or her posted heat race.

11. OFFICIALS HAVE THE RIGHT TO POSITION A QUALIFIED CAR FURTHER BACK IN THE LINEUP IF IT IS FOR THE BETTERMENT OF THE RACE.

12. If a driver qualifies two (2) or more cars, he must drive the last car that he qualified in the feature race, and the first car he qualified must re-qualify.

13. No feature winners can start in the top six in the feature unless the number of non-feature winners will not allow it.

14. If any division has less cars entered for the night’s racing event than it normally starts in the night’s feature, officials have the option of not running a consolation event. If heat races are run and any car entered fails to make the starting field in the qualifying race that car will be allowed to start the feature race in last place.To qualify you must take the original green flag..

15.A new driver shall start in the scratch position in the heat race only for (1) week at the discretion of track officials.

16.Any driver that does not regularly compete at Mountain View Speedway shall start no higher than behind last qualified car.

17.In order to be able to race in ANY higher paying or "Special" events,you must have raced at least (1) regular event at Mountain View Speedway prior.

 

POINTS & PAYOFF

1. Points and point funds shall be established on a current basis and will be pre-announced at the beginning of each racing season as to value, etc. Point fund money will be paid to the driver. No point fund money will be paid to any driver who does not have valid tax information filed with the speedway office by April 31 of the racing season.

2. Any driver receiving point fund money and/or awards must attend the annual banquet in order to receive them.

3. Any and all payoff monies must be picked up at either track no later than three consecutive race meets from the race in which it was earned, unless a request has been made in writing to the main office prior to the third event. The owner may designate someone to pick up payoff either by written request or by the use of the owner card at the payoff window.

4. Points will not be kept for transients. Points will be gained in the feature race, unless otherwise announced. Any driver who cannot start the Feature or who fails to qualify will receive  (10) "show up" points ONLY.You MUST complete a lap in the Feature in order to receive last place points!! 

Points will be allotted as follows:

++Any division with less than 3 cars will run a Feature ONLY and for a reduced payout.If division continues to have low car counts division will be dropped from regular schedule.

 

PROTESTS

1. Only a registered driver in competition may file a protest.

2. All protests must be made in writing and must specifically identify the nature of the protest. Protest forms will be available from the tech man in the tech area at any time.

3. The protest form must be filled out properly and legible, signed by the protester and must be accompanied by the appropriate protest fee in cash.

4. The protest (written, signed, and accompanied by the appropriate fee) must be presented to the Mountain View Speedway flagman on the front straight within (3) minutes of the completion of the race event.If driver exits speedway before filing protest or claim, there will be no claim or protest allowed .

5. Any protest (other than a visual) must be made within three minutes after completion of the feature race for that class. To protest, the driver must be in the top-five and on the lead lap. Only the driver will be able to put up money to protest. (NO CREW MEMBERS, CAR OWNERS, ETC. WILL BE ALLOWED TO PUT UP MONEY TO PROTEST, DRIVER ONLY.)NO PROTESTS WILL BE ALLOWED TO BE FILED IN TECH AREA.

6. If the protest requires examination and /or tear down of the protested car, only TWO designated individuals from the protested crew and one designated individual from the protesting crew may be present in the impound area.

7.Anyone refusing to cooperate during the inspection will be considered illegal or if it’s the protesting team have the protest stopped and declared legal. Failure to comply with any protest and you’ll be warned once any further warning and the protest will be stopped and penalties applied.

8.When any car is found illegal in the inspection or protest following a race, that car and driver will forfeit all moneys and points accumulated that day/night. If found illegal a second time, or for a blatant violation of rules, driver is subject to a one or two race suspension depending on the severity of the violation. Track officials will make final decision.

9.If you refuse to tear-down you will not be able to file a protest against another car for the remainder of the season,lose all points to date,and fined $100.

10.Once protest money has been paid, protest cannot be withdrawn, only disallowed by an official. All protest decisions will be made by track officials and are final. Track officials have the authority to hold protested parts, for further evaluation and testing, for two business days, before making a decision. If a decision cannot be made immediately, payoff for that class will not be made until the next week's event.

 

VISUAL PROTESTS - $50 and will be kept by the track. Visual protests must be made before cars are called to the staging area prior to any event. Magnets may be used for aluminum products. Visual protest is on any item that can be seen without removing or opening body panels, including hood and decking. Bodies and sheet metal are not protest-able and are policed by the track. Items that are deemed illegal by visual protest can be changed to be made legal before the next scheduled event, but the competitor must start at the rear of that next event (heat race or main event).

-A $500.00 protest fee will be applied for the protest of one specific item (pulling a head to look at the top of the piston). However, looking at a piston, rod or crank will constitute a complete tear down. If the car is found to be legal, the protest will be disallowed and the $350.00 of the protest fee will go to the protested car owner and $150.00 of the fee will go to Mountain View Speedway to defray additional expenses.

=A $700.00 protest fee will be applied to any protest requiring complete engine tear down. This will include, but not be limited to, the inspection of the pistons, rods, or crank. If the car is found to be legal, the protest will be disallowed and $500.00 of this fee will go to the protested car owner and $200.00 to Mountain View Speedway in order to defray associated expenses.

If the protest is found to be valid and the protested car is illegal, the protest fee will be returned to the protester,minus $100 which goes to Mountain View Speedway to defray additional expenses.During the protest, the TECH INSPECTOR will be looking for other illegal items. If he finds such an item, you will lose points and monies for that night, even if the original protested item was found to be legal. The illegal item will be the property of Mountain View Speedway at that time.

Under a P & G situation, if there is a discrepancy on cubic inch readings, but the car owner maintains that the engine is a different cubic inch, the following procedure will be used to resolve the discrepancy: If the car owner agrees, Mountain View Speedway will tear down the engine and determine actual cubic inches.If the engine is legal (weight/cubic inch),Mountain View Speedway will reimburse the car owner for the cost of the gaskets (head gaskets and intake manifold.)

IF a car is protested and found to be illegal, if the car is protested and owners refuse to tear down, if tech decides to check any item and owners refuse to allow check, or owner admits under protest that the car is illegal, the following penalties will apply: 1):car will lose all points and monies for that event.2): car will start all heat and feature events in the rear for their next (2) race events.

=In the event of a track imposed tear down of the bottom end, Mountain View Speedway will reimburse the driver being tore down $100 IF the car is found to be legal after post race inspection in addition to the event winnings.

 

TRACK SCALES

THE SCALES BEING USED AT MVS ARE THE OFFICIAL SCALES !If you are unsure of your cars weight,it is YOUR RESPONSIBILITY to get your car weighed BEFORE the Feature event.If you are found to be light at post race inspection,you will be DQ'ed,receive NO POINTS OR PAYOUT for that event,and will start in the rear of your heat race the following week.

 

THE TECH MAN’S DECISION IS FINAL!

 

Procedure for Suspension of Drivers from Competition At Mountain View Speedway

This will act as a warning to ALL competitors who race at Mountain View Speedway. At no time will any act of deliberate malice with the intent of damaging another competitor’s race car, under a period of caution ordered flag, be allowed nor tolerated.If any driver commits such an act of aggression with the end result being to eliminate any other car from competition for that race, that driver will be immediately disqualified from the event for that night and may serve a two week suspension from racing at Mountain View Speedway and fined $250. If any driver returns from a suspension period, and that driver engages in the action again, they may be suspended for four weeks and fined $500.Any driver who has been suspended from competition for any set amount of time in the previous TWO seasons of racing and is found to commit such an act of aggression in violation of this policy, that driver will automatically be suspended for up to four weeks and fined $500.After the four week suspension has ended, any driver who returns from that suspension and commits this offense for a third time, that driver will be banned from competition at Mountain View Speedway for the remainder of the season.Additionally,a monetary fine will be assessed to that driver(payable to Mountain View Speedway Ent.)prior to being allowed to return to racing at Mountain View Speedway the following season.

 

There will be no appeals process for this policy.

 

OFFICIAL FLAG RULES

Any driver who does not obey the flag rules will be subject to disqualification. Where light signals are used, a definite understanding concerning these signals in relation to the flags shall be made before the race.

GREEN FLAG– Start of race.

BLUE FLAG/YELLOW STRIPE– For passing, and will be displayed only when you are being lapped.

YELLOW FLAG– Caution, go slow, single file, hold position,no passing!

RED FLAG– Danger, all cars must come to a safe and controlled stop. Driver may proceed only after race official permits and it is safe to proceed.

BLACK FLAG– Pull off track for consultation.

WHITE FLAG– One lap to go.

CHECKERED FLAG– End of race.

 

PAINTING AND NUMBERING

All cars must be neatly painted and lettered.Prior year’s numbers have preference if reserved by February 15th. After that date they are reserved on a first-come, first-served basis. No more than three-digit letter/number combinations allowed. No more than one letter in combination with one or two numbers allowed. No fractions allowed. Numbers must be at least 18" tall and no less than 3"

thick.Numbers must be as large as possible to facilitate scoring.Numbers must be in contrast to car body color. Numbers shall be on each side of the car and on the roof. The number on the roof should FACE the scoring tower, with the bottom above the passenger door area.All letters must be placed in the upper right hand corner of the car numbers. All letters must be NO SMALLER than one-third the size of the car number, and letters must be the same color as numbers. If there is a three digit number used,then the size and the color of all three digits must be the same.All side bars must be painted bright white, yellow, orange or any fluorescent color. The use of clear Lexan door protectors is strongly recommended .Scorers have final say on how numbers appear on car. Car numbers are part of tech inspections. The main determining factor in allowing a number to remain as is, will be the ability to read the number from the main control tower when the car is on the backstretch by race director. Owner or driver will have no claim against race management over this matter.

 

SAFETY RULES

The following safety rules shall be in effect for all divisions of competition – any variation

from said rules in a particular division shall be noted in that division’s own rules section.

ALL CARS ARE SUBJECT TO SAFETY INSPECTION BEFORE THEY ARE ALLOWED IN COMPETITION.

 

ROLL BARS

1. Steel roll bars are compulsory, and must be approved by Speedway officials.NO MUFFLER PIPE ALLOWED!!Aluminum and other soft metals are not permitted.Front and rear roll bars must be connected at the top (cage type) and bottom on both sides at seat height. Side roll bars are compulsory and must extend inside into the door panels, (minimum of three on left and right side) with additional support on the back of the roll bars. Side door bars should be convex in shape, with some arch. An additional bar must be installed across the bottom of the dashboard, extending from the left roll bar leg to the right roll bar leg. All full fendered cars will be required to install an additional “windshield safety bar” to the roll cage.

2.All pipes and bars must be professionally welded all the way around at every joint, and must be" o.d. recommended minimum and walls not less than .095 steel recommended minimum. No pipe fittings allowed. It is recommended that all welds have gussets.

3. Roll bars in the driver’s area must be padded with polystyrene or similar fireproof material.

 

SAFETY BELTS

1. No aircraft surplus belts allowed.

2. A quick release belt no less than 3" wide is compulsory. Seat belts must be within three (3) years old.

3. Shoulder harness and additional V-type seat belt compulsory.

4. A sub belt must also be used. It must be bolted to the floor in such a manner that it can be hooked into the seat and shoulder belts.

5. Both ends must be fastened to the roll bar cage of the car with aircraft quality bolts, not less than 3/8” in diameter.

6. A steel plate may be welded to the roll bar cage on the right side of the driver so the belt can be brought down in such a manner that it will keep the driver from sliding from side to side under the belt.

7. The belts must come from behind the driver.


FIRE SUITS/SAFETY GEAR

It is MANDATORY that all drivers wear a SFI certified fire suit  at ALL TIMES with at least a 32A-1 rating, but a 32A-5 suit is recommended.Fire retardant underwear, arm restraints recommended.Gloves, racing shoes, and brace or padded strap"horse type" collar neck support MANDATORY! Use of HANS or Hutchins device strongly recommended.25 pound weight break for any driver using Hans-type device..

 

HELMETS

All helmets must have full head coverage and be full face.No OPEN FACED HELMETS ALLOWED!! Mountain View Speedway requires all helmets to carry a Snell 2000 or newer certification.NO MOTORCYCLE HELMETS W/FOAM INSIDE THEM!!

 

SEATS & HEADRESTS

One piece high back aluminum racing seat only. Seat must be welded and bolted to the frame with minimum 3/8” bolts and washer with lock nuts. Headrest must be of adequate size so as not to allow the driver’s head to pass on either side.

 

FIRE EXTINGUISHERS

On board fire extinguishers are MANDATORY in all divisions.All teams must have minimum of a 5 pound fire extinguisher in their pit area at all times..

 

SWITCHES

1. Switches must be within reach of the driver after he is strapped into the car.

2. Switches are mandatory for fuel and battery and must be clearly labeled on and off.

 

FUEL TANKS

1. Fuel tanks (22 gallon max.) must be secured with steel straps, not less than two lengthwise and two cross-ways. Fuel cells must be properly bolted into place.Fuel cells are mandatory in ALL divisions except FWD (if gas tank is ahead of rear axle) and ENDURO cars. Only approved safety ball shut off assembly allowed.

2. Steel floors and firewalls are compulsory and must separate the driver from the engine and gas tank. Firewalls must be not less than 20 gauge steel, securely welded and sealed on the top, bottom and sides. Where the stock floor and firewalls are used all the holes must be covered with steel and welded or riveted.

3. All bodies must be installed on the frame in a safe approved manner.

4. No external filler connections.Filler tube neck must remain totally inside the trunk area. No access holes for filler neck are allowed. The trunk cover must have to be opened to add fuel.

 

GAS LINES/FUEL PUMPS

Gas lines should run under bottom of car or properly encased if run through the body. Neoprene tubing recommended. NO ELECTRICAL FUEL PUMPS ALLOWED. No pressure systems allowed.

 

COOLING SYSTEM

Positively no antifreeze / engine coolant or other glycol based liquids allowed. Water and only approved water wetters allowed. Any driver found using such fluids will be subject to a $250 fine.

 

BRAKES

Only hydraulic brakes allowed, and must be in excellent working condition at all times.The number of brakes allowed per car depends on the rules in each respective division.Brake checks will be done randomly throughout the season....

 

MISC. SAFETY

1. A steel scatter-shield, not less than 3/8”must be installed over and around flywheel and clutch. Special production clutch housings are permitted in lieu of separate shields.

2. NO DOG CLUTCHES ALLOWED. The car must be able to shift into forward and reverse gear with motor running.

3. All higher division cars must have a protective shield over the drive line to protect the driver in the event the drive shaft comes unhooked. The protective shield must be at least 180° and cover the drive shaft. Steel of no less than 1/8” thickness must be used and must extend from transmission to rear of the driver seat (top to floor).

4.All driveshafts must be painted WHITE in ALL divisions.Must have a loop attached to bottom of car to hold up driveshaft in the event it comes loose from transmission.

5. All bolt-on weights must be fastened with no less than 3/8” Grade 8 bolts. Inspectors may require additional fastening of weights if deemed necessary.

 

STARTERS/BATTERIES

Required in all divisions and must be in working order at all times.

 

TOW HOOKS/CHAINS

Tow hooks are required for front and back of cars in all divisions and must be securely fastened!! No less than 5/16” chain required.

 

WINDOW SCREEN

All vehicles must have a full window screen. No chicken wire or aluminum mesh. Use 1/16” thick steel screen.

 

MIRRORS

 

A 2-3" oval style mirror will be allowed on drivers door.Drivers compartment mirrors allowed by division (see divisional rules) 

 

TIRES

No tire softeners, treatments or chemicals which alter softness of rubber allowed on any tires in any racing division.No soaking or pre-heating of tires. No chemicals of any type to be put on or inside of tires. If found, tires will be confiscated, and driver will be fined a minimum fine of $500, loss of all points accrued to that date and/or possible suspension.

 

RACECEIVERS MANDATORY ALL CLASSES!!NO 2 WAY RADIOS OR SCANNERS ALLOWED!!

 

NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF/OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS.They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official.The owner or race director shall be empowered to permit reasonable and appropriate deviation from any of the specifications herein or impose any further restrictions that in his/her opinion does not alter the minimum acceptable requirements.Any interpretation or deviation of these rules is left to the discretion of the officials of Mountain View Speedway Ent.

 

These rules are issued to govern the conduct of racing events at Mountain View Speedway for the 2019 racing season. It is the intent of Mountain View Speedway Speedway management, officials and staff to enforce these rules to ensure fair competition and consistency at each event. The track owner and race director will act upon any situations not specifically covered by these rules and their decisions will be final.

 

ALL RULES NOT COVERED HEREIN SHALL BE AT THE DISCRETION OF THE TECH INSPECTOR AND/OR THE RACE DIRECTOR AND IF THEY FEEL THEY SHOULD PUT FORTH RULES ON SAFETY THEY MAY DO SO AT ANY TIME.

 

OFFICIALS RESERVE THE RIGHT TO ADD/CHANGE  RULES AT ANY TIME WITHOUT NOTICE IN THE  BEST INTEREST  OF THE SPORT!!!
